Regulatory & Legal Issues for Independent Operators

The independent operator brought dial-up to areas viewed as unprofitable by the RBOCs.  Independent operators found ways to provide services the end user wanted at a time no one thought it was possible.  Now, like never before, independent operators need to band together and provide voice in Washington.   

This session will review recent and pending regulatory changes affecting the broadband industry as a whole.  The independent operator’s place in this market will be addressed and suggestions for adapting to these changes will be discussed.

Ample time will be set aside for regulatory questions as well.

 
  Panelists

  • Kris Twoomey has practiced telecommunications law for the past six years in Washington DC and San Francisco.  His current practice focuses on CLECs and ISPs, both wired and wireless.  Kris represents clients nationwide and maintains offices in Berkeley, California and Washington DC.  He began his career representing long distance resellers and the first wave of CLECs after the passage of the 1996 Telecom Act.  Kris also did FCC MMDS licensing work for a major carrier's fixed wireless project.  His ISP practice has included prosecuting a major DSL complaint case against Pacific Bell and its affiliates with the California PUC.
     
  • Washington Bureau for ISP Advocacy (WBIA) serves as a grassroots educational organization and an advocate on behalf of ISPs, CLECs, technology innovators, suppliers, aggregators and consumers who recognize the need for choice and call for retaining the first tier of independent ISP connectivity to the Internet.
